As the Built Estate Delivery Advisor you will be responsible for contractual delivery plans across the region, providing technical advice and strategic guidance relating to the built estate to ensure compliance with the contract, building regulations/standards and other statutory requirements. You will be the bridge between core and additional works from a technical perspective.

Main Duties

  • Review, update and submit plans for agreement and signature, these include the Integrated Estate Management Plan, Asbestos Management Plan and the Legionella Management Plan
  • Ensure these plans are delegated to regional delivery staff as required
  • To act as the focal point for the Utilities Management Bureau, liaising with head office and contractors as required.
  • Be responsible for the maintenance of the Master index, Asset Register, Asset Condition database and reporting monthly on statutory compliance of assets
  • Be responsible for ensuring that Authorised Persons (AP) cover is adequate across the region
  • Be responsible for statutory compliance such as Building Regulations/Standards, Fire Safety, Equality Act, Planning and Environmental Guidance, complying with CDM requirements and act as asbestos and legionella coordinator


Areas of expertise:

  • Review works arising ensuring that work is carried out by the most appropriate team, e.g. additional works, core contract, reactive maintenance, etc.
  • reference point for contractual delivery and interpretation
  • Liaison with head office as required.
  • provide technical and specialist advice
  • Enforce awareness of contractual responsibilities
  • Identify best practice and drive consistency and efficiency
  • Identify opportunities for income generation and additional tasked works


The Ideal person

  • You will be qualified in either a an M&E or B&CE bias or will have gained appropriate experience
  • Knowledge of the building services and statutory regulations to include CDM, legionella and asbestos
  • H&S such as COSHH, manual handling, risk assessments and safe systems of work to IOSH Managing Safely level
  • Worked with asset management systems
  • Knowledge of project work and the practicalities of delivery
  • Able to ensure appropriate quality standards are adhered to across functions
  • Planning and analysis skills
  • IT skills including the use of planning software
