When carrying out preparation or maintenance on target mechanisms installed on top of the mantlet of Converted Gallery Ranges, Landmarc wardens were in danger of falling some 8 feet onto concrete in the gallery.  This situation is unacceptable to current health and safety practices and fall protection measures were therefore required.

Any fence that was used had to be some form of removable or folding system, so that the use of the range for training would not be affected.  If the fence was to be left in place during training, it had to be constructed of a material that would not cause bullet ricochet or be folded and protected, so that it was effectively out of the ballistic zone of the range.
