ALIGNMENT TO INDUSTRY STANDARDS
Planned maintenance services will be undertaken in accordance with the best in class industry standard (MOD SFG20) which has been modified to include bespoke MOD assets. This ensures that assets will receive appropriate levels of maintenance against defined and specific activity. Servicing arrangements embodied in the core MOD SFG20 regime far exceed the basic statutory and mandatory regimes in place today and will ensure maintenance at optimum frequency, increasing service life and delivering energy efficency.
MORE EFFICIENT PROCESSES AND QUICKER DELIVERY
The new contract allows for more efficient processes and quicker delivery of billable works up to £25k. Enhanced business rules for the delivery of high volume, low value works have been agreed with TLBs, which will enable works to proceed on the basis of a single approval. The process will be complemented by enhanced reporting to ensure controlled budget expenditure, and retrospective assurance will ensure value for money and quality of delivery.
BETTER QUALITY DATA TO INFORM PROGRESS AND DECISION MAKING
The contract requires suppliers to collect and manage estate data, exploit digital technology and provide estate intelligence in order to enable TLBs to make better balance of investment decisions about how to manage the estate. This will support the identification of targeted interventions to maintain functionality and prevent disruption to operations. This will be informed through condition assessments to ensure accurate condition data is held. At site level, data will be provided to give Heads of Establishment the ability to review the compliance and condition of their estate and query delivery progress.
IMPROVED PERFORMANCE MANAGEMENT REGIME
The performance management regime incentivises improved performance through tiered profit levels based on attainment of deliverables. Service failures at establishment level will impact upon the ability of the supplier to earn elements of profit across the whole region. Persistent service failure at site level will be escalated through an enhanced and more robust supplier non-performance regime.
ADDITIONAL SERVICES
In addition to the core contract services, the contract will provide the ability to draw down against extra maintenance services / discretionary planned maintenance. The additional services that can be purchased include gutter cleaning, preventative pest control, handyperson services, out of hours attendance, deep cleaning and increased inspection / servicing of assets. Costing of additional services will be completed on an annual basis against TLB requirements and provided to the TLB for Balance of Investment Decisions.
PLANNED PREVENTATIVE MAINTENANCE (PPM) REGIME
The ability to purchase additional planned maintenance gives the opportunity to move to an enhanced PPM regime over fix on fail. Options for bespoke improvements in maintenance regimes may be called off by individual building, establishment or asset type and offer the potential to build towards a full PPM regime. Additional services, including an enhanced pre-planned maintenance regime, will require additional funding by the TLBs.
