DELIVERING SAFE, SUSTAINABLE INFRASTRUCTURE AND SUPPORT SERVICES ACROSS THE UK DEFENCE TRAINING ESTATE (DTE)
The Landmarc team works collaboratively with the DTE team and End Users of the Training Estate, which includes military units, police units, foreign forces and civilian organisations who train and work on the estate daily.
Landmarc is structured to work alongside the DTE team, co-located across six regions covering the whole of the UK. Landmarc mirrors the DTE in its structure, where appropriate, with each Region having a Regional Operations Manager to sit alongside the DTE Regional Commander. Together, they ensure the DTE and wider defence community’s training needs are met.
Landmarc also has the full range of corporate functions to support delivery teams; HR, Finance, IT and Assurance teams are all located on the DTE to support delivery teams.
Together, we provide:
NATIONAL SERVICE CENTRE (NSC)
The NSC provides a single, national point of contact for any user of the Training Estate, including Landmarc and DIO employees, to answer queries, report break-downs or raise service requests. The team is available 24 hours a day, seven days a week, 365 days a year by phone and email.
STRATEGIC ASSET MANAGEMENT
Landmarc’s skilled maintenance teams undertake all mandatory and statutory inspections and planned maintenance of plant and equipment across all parts of the built and rural estate, which covers around 190,000 hectares of land across the UK. They also carry out reactive maintenance in response to faults and breakdowns reported through the NSC. The service includes grounds maintenance and snow and ice clearance, when appropriate. Annually, around 14,000 mandatory inspections, 160,000 statutory inspections and 24,000 repairs are completed.
RURAL ESTATE MANAGEMENT
The Defence Training Estate sits on a vast, rural estate, comprising some of the most valuable habitats and landscapes in the UK. This includes over 40,000 hectares of National Park land, 112,500 hectares of nature conservation sites, 20,000 hectares of woodland and 1,600 hectares of wetlands. There are also more than 22 million trees, 1,078 Scheduled Monuments and 184 Sites of Special Scientific Interest (SSSIs). Landmarc’s expert rural management teams are responsible for the sustainable management of protected habitats and species, the historic environment, public access, hazardous trees, forestry, landscape, flood protection, relationships with communities and wider estate management of agriculture and the people who live and work on the estate.
BIDDING AND ALLOCATION MANAGEMENT SYSTEM (BAMS)
BAMS was developed by Landmarc and DIO to enable reservations to be taken from military units who wish to book training facilities, firing ranges, accommodation and catering – in a similar way to making a hotel booking. The system is mainly automated to give military units greater control over their booking, but is supported by Landmarc’s BAMS team, which includes a Helpdesk service operated by the NSC.
TRAINING AREAS AND RANGES OPERATION AND MANAGEMENT (TAROM)
This service covers all the activities necessary to make the training areas and ranges available for use, supporting around nine million training days per year. Services include:
- Preparing a range, including targets and targetry in advance of military units arriving
- Clearance patrols of danger areas; flag runs and imposing road closures
- Radar surveillance of sea and air danger areas
- Staffing of Range Control offices
- Maintenance of targetry
- Handover and take-back of selected ranges and training facilities
- Clearance of safe military debris and litter
- Provision and clearance of portable sanitation on training areas
- General maintenance of ranges, training areas and associated infrastructure
Some sites have additional requirements specific to the nature of military training undertaken. Examples include:
- Air Weapons Ranges: manufacture and positioning of strafing targets and explosive ordnance clearance tasks
- Operation of a ferry service at Cape Wrath
- Kirkcudbright safety boat service
- Support to Royal Engineers bridging and watermanship equipment and safety boat services at Wyke Regis
- Operation and maintenance of the Multi-path Railway Target System for tank training at Lulworth
- Maintenance of targetry equipment for overseas MOD sites such as Germany, Brunei and Kenya.
CATERING SERVICES
A full meals service is provided for all visiting units during their stay in DTE camps; packed meals and ‘container meals’ are also provided on request. This service is provided by Landmarc’s partner organisation, ESS, which provides all the staff and equipment necessary. On average, around six million meals per year are delivered to training troops
SOFT SERVICES AND LOGISTICS
This is a term commonly given to those aspects of work that enable Units to concentrate on their training activity, without having to take on time consuming administrative and ‘housekeeping’ type activities. Typical services delivered in this area include:
- Management of the Mechanical Transport Fuelling Installations (MTFI)
- Handover and take-back services
- Stores management
- Provision of bed-packs
- Concierge and janitorial services
- Laundry services
- Management and disposal of waste.
- Administrative support to DIO staff
